From 1 October 2022, the Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022 tightened requirements for landlords in England. In 2026, these rules remain in force - and local authorities are increasingly checking compliance. Get it wrong and you face enforcement action. Here's what the law requires.

Clear Definitions

  • Smoke alarms in every habitable room
    At least one smoke alarm on each storey where there is a room used as living accommodation. Alarms should be interlinked where possible.
  • CO alarms where there is a fixed combustion appliance
    If you have a gas boiler, coal fire, or wood burner, you need a carbon monoxide alarm in that room.
  • Check at start of each tenancy
    Landlords must ensure alarms are in place and working at the start of every tenancy. Tenants should test them regularly - you can remind them in the tenancy agreement.
